Inch Cape Offshore Wind Farm


The Inch Cape Offshore Wind Farm, currently in late-stage development, will see up to 72 turbines located 15 km off the Angus Coast and connect to the National Grid at Cockenzie, East Lothian.

Our projects are poised to play key role in green economic recovery.

Once complete, it will be one of Scotland’s largest single sources of renewable energy and power up to 1 million homes with clean electricity.


Summary of Assignment:


The Contract Manager will be part of Inch Cape Offshore Ltd (ICOL), providing procurement & contract management support to the Inch Cape Project. 


Travels required: Mainly WFH with some travels to the Edinburgh office for meetings as and when required (around 2 days a month, normally within the same week and communicated in advanced)
Main office: 40 Princess Street, EH22BY, Edinburgh
Working hours: Flexible times - Monday to Friday - 7.5h a day (normally between 8am and 6pm)


Responsibilities:


Tendering and contract award process 

  • Own and run the tendering process in cooperation with Package/Project Manager and Engineering for own areas. 
  • Be responsible for the tender strategy and ensure it is aligned with the overall Package/Project Procurement Strategy. 
  • Be responsible for the commercial part of tenders including conditions of contract. 
  • Be responsible for the commercial aspects of the tendering process. 
  • Engage with Package/Project Managers and Engineering team members to ensure that tender and contract terms match scope and deliverable requirements. 
  • Assessment and benchmarking of tender offers. 
  • Be the lead of the negotiation team at negotiation with bidders. 
  • Detailed and robust negotiation of pricing with bidders. 
  • Engage with Legal when needed on tendering and contract issues. 
  • Be responsible for the commercial evaluation of the bids in a tender and work with Package/Project Managers and Engineering to produce contract award recommendations and present to senior management for approval. 
Contract Management
  • Proactively manage contractor claims and variations; 
  • Proactively obtain cost savings from contracts by ensuring value engineering opportunities are fully investigated and developed. 
  • Create and maintain contractual obligation registers and monitor to ensure that contractual obligations are being met by both ICOL and the Contractors. 
  • Manage Contractor applications for payment, liaising with Package/Project Managers to ensure payment obligations are being met. 
  • Engage with document control to ensure correct processes are being adhered to by package management and Contractors. 
  • Engage with finance and legal stakeholders to ensure alignment with RRPL policies. 
  • Contribute in commercial risk assessment and actively contribute to risk mitigation; 
  • Manage contractor compliance with Tier 2 / 3 open book tendering processes to deliver best possible value to the project. 

Manage commercial administration of project 

  • Deliver against commercial objectives including cost savings for assigned contracts; 
  • Prepare and update CAPEX and OPEX Costing Forms for responsible contracts. 
  • Support Project Controls team with monitoring and reporting budgets and forecasting, 
  • Prepare commercial inputs to monthly progress reports. 
  • Work with internal and external stakeholders to ensure compliance with the ICOL Supply Chain Plan. 
  • Represent ICOL at external events to engage with and encourage support from local suppliers.

Knowledge:

  • Min. 10+ years’ contract management experience
  • Market knowledge & experience working with offshore foundations supply and transport & installation contractors; 
  • Experience of commercial management of similar contracts for large scale energy projects (preferably offshore wind farms or onshore wind farms); 
  • Strong experience of commercial tender negotiation; 
  • Experience with negotiating and managing FIDIC forms of contract;  

Qualification:

  • Relevant 3rd level qualification
  • LL.M (Legum Magister); European Community Laws, International Commercial and Financial Laws, Contract Law 
  • Accreditation Member of the International Association for Contract and Commercial Management
